Learning by doing means that when factories move to developing countries, developed countries lose their edge. At first, there are consulting jobs to be had, but eventually those disappear too, as the expertise lies with the improvements happening on site.

Yes, plus when factories move to developing countries, they also end up outsourcing the pollutants that come along with those factories. This further increases the countries’ health risks. Moving factories to a different country is an unsustainable solution to a nation’s pollution problem.
